Redesign loop detection in PIT entry

Description
Current limit of FIFOed 256 entries per PIT entry could be too much or not enough for some applications.
Alternatives:
- just one Nonce per incoming and outgoing Face
- smaller overall limit (e.g., up to 8)
- per-in/out Face limit of Nonce entries

The design should not be based on some applications, but must fit every possible scenario in practical network conditions.
It's fine to optimize for some applications.
