Description
Sometimes target buffer size gets huge value and all free slots are taken and therefore consumer is forced to satisfy this large buffer by issuing large number of interests. However very soon all available slots are taken and consumer ends in infinite loop (see the log attached).

This was happening after consumer rebuffered and earlier requested data arrived thereby bypassing exclusion filter in rightmost interest.
