Management protocol: "commands are published"

Description
In RibMgmt and other pages the phrase "commands are published in namespace" is a little weird.
Commands are not published.
ControlCommand contains a request and a response. Requests go to a publisher. Responses are published by the publisher.
I'll edit when I can find a better phrase. It must fit all three mechanisms.

I plan to change the term to "are available under namespace".
- Status changed from New to In Progress
- Status changed from In Progress to Resolved
- % Done changed from 0 to 100
- Status changed from Resolved to Closed
