Remove SCOPE from Interest packet

Description
Scope "guider" is not used anywhere in the processing pipeline of NFD and we should remove it.

I believe that we are not using scope in any of the dependent applications (I will check that later) and SCOPE by itself has been long removed from the packet specification.
This change requires a deprecated feature removal notification to ndn-lib and nfd-dev mailing lists.
I think 5-day wait period is unnecessary because Scope guider hasn't been supported since NFD is adopted, so code can merge as soon as the notification is sent.
