Describe ndn::util::signal in ndn-cxx Application Developer Guide.

Delete "Event Emitter" section from NFD Developer Guide, because EventEmitter is deprecated.

EventEmitter section was removed from NFD's guide. I have also provided a version of Signal description in ndn-cxx guide, but I think it is still not entirely complete.

I confirm that EventEmitter has been removed from NFD Developer Guide, and Signal is added to ndn-cxx Application Developer Guide.

However I notice several typos in the document, and I'll edit them.
