Description
In Face, apply DEPRECATED macro on registerPrefix and setInterestFilter overloads that do not take SigningInfo.

This cannot start until 30 days has passed after #2932 is merged.
After upload a Change to Gerrit, a deprecation notice needs to be sent to ndn-lib and nfd-dev mailing lists, and 7 days must be passed until it can merge.
