The consumer decryption logic works as follows:

1. Retrieve the encrypted data,
2. Check the EncryptionKeyLocator to see if consumer has already obtained the decryption key, if so, go to step 3, otherwise go to step 1 to retrieve decryption key.
3. Decryption data.
