Failure experiment does not restart pings after the node comes up

Description
After the failed node comes up pings should be restarted from it to other nodes.
Also the PING_COLLECTION_TIME_AFTER_RECOVERY should be 120 because:
Pings = 300
Initial collection time = 60
Time after node is down = 120
Time to wait after node is up = (300 - 120 - 60) = 120
And these many number of pings should be scheduled from this node when it recovers
- Status changed from New to Code review
- % Done changed from 0 to 90
- Status changed from Code review to Closed
- % Done changed from 90 to 100
