I think for the test suite we can use non-copyleft permissive license, like Apache 2.0+

A little bit more input on the issue. As of right now, there are three types of files in the integration tests with respect to licensing:
- declare no license or copyright at all
- declare copyright and defer licensing to COPYING file that does not exist
- declare copyright and GPL 3.0 license

License is needed for published code. IntegrationTests isn't on GitHub. So I don't care about this issue.

The code is publicly available, so we need to do it. This needs to be done for our own protection (this was pointed out in Chris DiBona's talk at IETF http://www.ietf.org/meeting/92/92-speaker-series.html, not sure if the talk is available online...)
