Controller: does not process Nack

Description
ndn::nfd::Controller::startCommand is using a deprecated overload of Face::expressInterest that does not process Nack.
Incoming network Nack should be treated similarly as a timeout, but with a different error code.
20151020 conference call approves the design in note-1.
