Incorporate ARC detection into master branch

Peter, I know that we are not ready for incorporating ARC support, and it's not likely to solve current problems, but I'm wondering if we could include the congestion detection mechanism and log its behavior, just to see how it does? (Without actually switching threads...?)

@Jeff I suggest to withhold with this till the next test, because:
- We limit ourselves to having just one stream - ARC can't operate on 1 stream;
- ARC will generate additional traffic which may affect overall testing.
