Description
Steps to reproduce:
./waf configure --with-other-tests
./waf
Expected: Build is successful. Unit tests are not built. tests/other are built.
Actual:

I can see four possible solutions:
- Declare
WITH_TESTSsymbol when either--with-testsor--with-other-testsis set. - Forbid
tests/othercode from relying onWITH_TESTSfunctions. --with-other-testsimplies--with-tests.- Forbid
--with-other-testswithout--with-tests: throw an error at configure time.

I thought the point of "other tests" was that they can be built against the "regular" NFD codebase, i.e. without defining WITH_TESTS. So I guess option (2) is the only acceptable one.
