Description

Expand FaceMgmt face events notification to have event kinds:

  • UP: when a DOWN face goes UP
  • DOWN: when an UP face goes DOWN

I disagree that another issue is necessary, since this is such a minor change to the NFD/ndn-cxx source.

Separate issues were needed when I design the protocol while someone else implement the changes. But now it's all yours, so I changed category=management to reflect that this issue isn't protocol-only.
