Add timestamp information for LSAs in LSDB

Description
Currently LSAs don't have any information related to time other than expiration time. It'd be helpful to have timestamp information in LSAs.
A timestamp is recorded in the LSDB when the LSA is received (or sent for the first router), but the timestamp is not included in the LSA.

There are two options:
The timestamp is included in the LSA when the LSA is originally sent the first router.
A timestamp is recorded in the LSDB when the LSA is received (or sent for the first router), but the timestamp is not included in the LSA.
This is a design issue. I’m not sure whether to do #1, but at least we should do #2.

After discussion, Alvy, Ashlesh, and myself conclude that there are no obvious use cases for this, so it's rejected.

Looks like we may have a use case for this, after all.
