FaceUri::canonize doesn't always validate the port number

Description

For tcp: and udp: schemes, if the canonization doesn't trigger a DNS resolution, for example because the host component of the URI already contains a valid IP address, the port number is never checked for validity.

https://gerrit.named-data.net/3466 adds one failing example to each of the TestFaceUri/Canonize{Udp,Tcp}{V4,V6} test cases.
