Description

PIB service was disabled during ndn-cxx's transition to security v2. It should be restored when the transition is over, and adapt to all accumulated breaking changes.

As revealed in 20190325 call, the design goal for PIB service is to serve certificates, where one prefix is registered for each certificate. This feature has been added to repo-ng in #4247, so PIB service is no longer necessary and will not be restored.
