Description
Place a hop-limit field on the Interest packet, which is decremented on every hop, and allows a wandering Interest to self-destroy once the hop-limit reaches zero.
This issue involves protocol updates and forwarding procedure designs only. Implementation in forwarder and libraries shall be separate issues.
This issue includes deciding whether this field belongs to the network layer or an adaptation layer.

Question: when a node responds a Nack against an Interest that carries the HopLimit element, should the HopLimit of the Interest within the Nack carry the value before decrementing or after decrementing, or it does not matter?
