Description
When a face goes UP, the strategy may wish to retry certain pending Interests on this face.
Likewise, when a face goes DOWN, the strategy may wish to retry affected Interests on a different nexthop.
This issue is to introduce a strategy trigger that notifies the strategy about a face state change, and allow strategy to identify which Interests are affected and take actions accordingly.
Strategy modifications should belong to separate issues.
