Upgrade testbed nodes to Ubuntu 18.04

Description
We should upgrade all testbed nodes to the latest Ubuntu LTS (18.04, Bionic). This will give us a few benefits, including #4834 (stack traces on fatal exceptions) and better systemd integration. Moreover, the new NDNCERT version will require HKDF from openssl, which was added in openssl 1.1.0, which in turn is only available in Ubuntu 18.04.

Most routers have been upgraded to 18.04. I still see 3 of them running 16.04: UCLA (old machine with a 32-bit CPU, my understanding is that it cannot be upgraded and will be decommissioned soon), NEU (status unknown), LACL (status unknown).

Status of these three nodes:
UCLA will be decomissioned. New node is ready, but I have to sync up with UCLA folks on handling of certificates.
NEU: Network changes have removed my SSH access. Awaiting NEU network admin to fix this.
LACL: I need to get in touch with them. They manage their own node.
New join procedures ask sites to install 18.04.
I see that LACL has been upgraded to 18.04.4. Any news on NEU?

They are re-applying for a firewall rule change. I've queried them again...

Looks like NEU has also been upgraded. UCLA (spurs) will not be upgraded but decommissioned soon.
I think we can close this issue.
