Remove references to obsolete "NDN Control Center" from INSTALL.rst

Description
In the current version of NFD INSTALL document, the "Installing NFD from Binaries" section introduces NFD Control Center which is too old to use. The purpose of this task is to remove "Installing NFD from Binaries" section in order to avoid misleading beginners.

That's highly debatable. You should install from source only if you know that you will do NFD development or otherwise need to modify the source code. This is especially true on Linux, where the PPA is well-maintained. For macOS, we should provide a Homebrew formula, but that's another task.

Disagree with this.
add a warning for users who want to install NDN Control Center.
I'd say delete that part altogether. The old Control Center is too old to be useful to anyone, and there are no plans to update the new Control Center to provide precompiled NFD binaries AFAIK.

The current version of installing NFD (in Binaries" section) still mention NFD controller which is too old to use. The purpose of this task is to remove information about NFD controller in order to avoid misleading begineers.
