Release ndn-cxx 0.8.1, NFD 22.12, ndn-tools 22.12

  • increase version number in wscript
  • write release notes, update docs/release-notes.rst, add entry in docs/releases.rst
  • create and push git tags
  • publish source and binary packages
  • update documentation on docs.named-data.net (generate documentation for the new version, update symlinks to "current", update version in github hook)
  • send announcement

Reminder: when preparing the PPA packages, nfd-http-status-server.service shall be adopted from NFD build output rather than the old file in ppa-packaging.
See #4533-3 for reasoning.
