Delegate sending Nack-Duplicate to forwarding strategy

Description
NFD doesn't NACK when the link type is not P2P, but we want to also stop NACK when the forwarding strategy is multicast.

- Subject changed from NFD checks the forwarding strategy before sending NACK. Don't send it the interest is from multicast strategy. to Delegate sending Nack-Duplicate to forwarding strategy
