Description
Continuation of 15th-ndn-hackathon Containerize all the things! project, write Dockerfile for ndn-cxx and related software.
20231201 NFD call has decided to place Dockerfile into the same repository as the source code.
For example, ndn-cxx Dockerfile should be placed in ndn-cxx repository.

I think we can close this issue. We now have official Dockerfiles for ndn-cxx, NFD, and ndn-tools, and one for NLSR is under review (almost ready). Dockerfiles for ndncert and possibly other projects are likely to be added in the near future. Any further improvements should be filed as separate issues.
