NLSR always marks response to NFD prefix readvertisement as failed

Description
When re-advertising prefixes from NFD, CommandProcessor always receives a non-True result from afterAdvertise, which means that NFD marks this as a failure. This does not appear to obviously be impacting the current functionality in the master branch as the prefix is still added or removed, but is a blocker for the implementation of #5349 as the costs of withdrawn prefixes are not being correctly cleared on the NFD side.
