Add SignatureTime requirements to packet spec

Description
SignatureTime should be required on signing types that use a signature (the same ones for which KeyLocator is required)
We discussed this last Friday and there was no consensus on making this a syntactical requirement. Verifying SignatureTime presence and/or validity is a matter of policy and as such it should be part of the verification policy.
Adding a required field is a breaking change that requires bumping the version to Packet Format v0.4.

As agreed on previous NFD calls, we're not going to make SignatureTime mandatory in the packet spec at this time.
