ndnsec: update TpmLocator in PIB

  Description
  
  In some cases (moving PIB/TPM to different location, fixing compatibility errors) it is necessary to manually update TpmLocator saved in PIB.

    I doubt the necessity of a tool.
Having such tool promotes that TPM locator can be changed, but changing TPM is error-prone.
This operation is rarely needed.
Since the PIB database structure is (or is supposed to be) documented, operator could modify the database directly.
Alternatively, use ndnsec-export to export all public and private keys, reset the PIB, and use ndnsec-import to import keys back into the new PIB/TPM.

    Ok. I'm reducing priority, as it is not that important and critical.
However, I would disagree that this would be only in import/export. It should be there, but it shouldn't be the only place.  Editing the database manually possible, but one have to actually know low level details.
