Description

The PublisherPublicKeyLocator is rarely used in existing applications. It is intended to prevent cache pollution attacks but the countermeasures using this selector aren't effective. Thus, this selector shall be deprecated to simplify forwarder and libraries.

This issue involves protocol updates only. Implementation in forwarder and libraries shall be separate issues.
