Deploy macOS 10.15 Jenkins slaves

Description
macOS Catalina will be released in October 2019.
Upon release, two 10.15 Jenkins slaves should be deployed on two different locations, and 10.12 slaves can be discontinued.
- Target version changed from 22.02 to v0.7
- Start date set to 10/07/2019

Yes. But I think we should wait until 10.15.1 is out. The first version already has too many bugs. On another note, I think setting up catalina vm is going to be a bigger pain in the backside. They have extremely weird security locks everywhere. Trust me, I’m talking from recent experience!

Passes builds for NFD, ndn-cxx, ndn-tools, NLSR, ndnSIM, PSync, ChronoSync. I think we can update the rest of the projects to add 10.15 permanently and retire 10.12.
