I don't know how PPA builds work, but there are no packages for jammy yet.

I believe we will cut a new release of ndn-cxx/NFD quite soon, and that one will have PPA packages for jammy. As for the current release (22.02), I don't remember if it includes the patches for openssl 3.x support, so it may or may not be compatible with jammy.

Ubuntu 22.04 (jammy) packages are available on NFD nightly since 2022-April.
I didn't notice any problem related to OpenSSL.
