Description
Extend nfdc to send RIB Management commands:
nfdc register [-I] [-C] [-c cost] /prefix FaceId
-I: unset CHILD_INHERIT flag
-C: set CAPTURE flag
nfdc unregister /prefix FaceId
Again, my web interface made a mess and I added this task to nfd. I think I don't have rights to delete a task from nfd. Alex/Junxiao please move it to NRD. Thanks.

I was waiting for Task #1407 to be finished, so that I can make registration related changes. However, I've started from the under review commit for task #1407, as the behavior of add command needs to be modified in any case.

This task need not "create face given FaceUri, and register prefix on new face". Such capability will be extended in #1515.
It's fine to complete both tasks in one commit.
