Description
Expand "Access Router Strategy" section with:
- motivation and use cases
- detailed procedure, and how it fits the use cases
- limitations
- Is duplicate of Feature #3156: NACK in forwarding and best-route added

Section 5: Include NACK processing description
This duplicates #3156.
Forwarding Strategy (Section 6.2.1, Best Route): update min suppression value to current value
This should be part of #3230 which is reopened.
New section: NDNLP introduction and its function
This is split to #3416.
Forwarding Strategy (Section 6.2.5, Access Router): deserves more detailed explanation
This stays in this issue.
Section 6.2.3: remove “built-in” from the title
This is added to #3309.
