ndnsec cert-install: download from HTTPS URI

Description
ndnsec cert-install currently only recognizes http:// links as Internet URIs and downloads from the server. It does not recognize https://.
This causes difficulty in deploying ndncert as an HTTPS-only site.
ndnsec cert-install should be extended to download from HTTPS.

(original issue #4245 was accidentally deleted while combatting spam).
I'm unsure whether this feature is still necessary.
First, the new CA no longer depend on HTTP.
Second, a web-based CA can prompt user to run curl https:// | ndnsec-cert-install - instead. Even HTTP is unnecessary within cert-install command.

I agree with Junxiao. In fact, we should remove all the (very rudimentary) HTTP support from ndnsec cert-install and just tell users to run curl or wget and pipe that into ndnsec cert-install -.

Non-secure HTTP support was removed. I'm rejecting the original issue (adding HTTPS support) since we won't be implementing that in ndnsec at this time (as discussed above).
