Queuing FIB updates generated as a response to different RIB updates

Description

Currently, the "queue" manages (~ removes duplicates) FIB updates that have resulted from a single RIB update.

The FIB updates should be managed across RIB updates, so that if "add-nexthop" FIB update was generated as a result of one RIB update and "remove-nexthop" from the other, no FIB updates should be generated.
